Composition

The People's Assembly has 35 members, elected for five-year terms in single-seat constituencies. Nugzar Ashuba is the current speaker of parliament.[1] He was first elected on 3 April 2002, succeeding Sokrat Jinjolia, who had been the speaker since 1996. After the 2007 elections, Ashuba was re-elected to the position of speaker, defeating Adgur Kharazia.[2]

Albert Ovsepyan, Irina Agrba and Viacheslav Tsugba were elected Deputy Speaker on 3 April 2007. Until then, the number of Deputy Speakers had only been 2, but on the initiative of President Sergei Bagapsh, the Assembly decided to increase the number to 3 to allow for a woman (Irina Agrba) to become Deputy Speaker as well.[3] On 3 May 2010, Ovsepyan retired as Deputy Speaker on account of old age.[4] On 24 September, Sergei Matosyan was elected Deputy Speaker.[5]

On 10 June 2008 deputy Omar Kvarchia suddenly died.[6] The resulting by-election was won by Emma Gamsonia. On 1 November 2010 Yuri Kereselidze died[7], on 9 January 2011 Ruslan Kishmaria was elected his successor.[8]

On 8 February, Vladimir Nachach died after a long illness.[9] On 9 March the Central Election Commission decided that the by-election to elect Nachach's successor would be held on 30 April, that formations who wished to nominate a candidate had to register between 11 and 31 March, and that candidates could be nominated between 31 March and 20 April.[10] Three candidates were nominated, all three by initiative groups: Kherson Dashelia, Zaur Avidzba and Said Argun.[11] The by-election was won by Zaur Avidzba with 1028 votes, Said Argun came second with 753 votes and Kherson Dashelia third with 166 votes.[12]

Notes

  1. ^ Abkhazia's status is disputed. It considers itself to be an independent state, but this is recognised by only a few other countries. The Georgian government and most of the world's other states consider Abkhazia de jure a part of Georgia's territory. In Georgia's official subdivision it is an autonomous republic, whose government sits in exile in Tbilisi.
